Arriving within the area around the city of Estevan in 1892, the original settlers came as the Canadian Pacific Railway expanded its rail lines. Estevan was officially incorporated as a village during 1899, then a town in the year 1906. On March 1, the year 1957, Estevan acquired the status of a city, that, in Saskatchewan terms, is any community of 5,000 or more.

The name of "Estevan" was attributed to George Stephen's Registered Telegraphic Address. George Stephen was from 1881 to 1888, the first President of the Canadian Pacific Railway.

The town is popular for the infamous 1931 Estevan Riot. This was the location where the workers from nearby Bienfait, met members of the Royal Canadian Mounted Police after demonstrating throughout the town. After the subsequent riot, which lasted 45 minutes, three strikers lay dead. It was later proven that the three miners had been killed by the Royal Canadian Mounted Police. The miners had been organized by the Workers' Unity League.

The mean temperature during January, the coldest month, is -14.8 C or 5.4 F. The precipitation in winter months is chiefly snow, averaging 2.17 inches or 55.2 mm. The spring is a short transitional season, with a mean temperature of 11.3 C or 52.3 F and 6.32 inches or 160.6 mm of precipitation, with significant snowfall in the month of April.
